The Significance of
Al-Fihri System by HEC

The Learning Management System (LMS) is a key element of global digital transformation in education. HEC’s LMS is one of Pakistan’s most significant IT initiatives, laying the foundation for a cloud-enabled workforce. It provides students across the country with access to cloud-based learning in their Higher Education Institutions (HEIs) and Associated Colleges (ACs).

HEC has named its LMS the Al-Fihri System, honoring Fatima Al-Fihri, a North African Muslim woman who founded the world’s oldest operational university, Al-Qarawiyyin University in Fez, Morocco. Recognized by UNESCO, this institution has been a symbol of knowledge for over a thousand years.

Fatima Al-Fihri, known as Umme Al-Banín, inherited significant wealth after the loss of her family. She and her sister Mariam invested in establishing a university that promoted tolerance and learning. Starting with a small, interactive Madrassah, it evolved into a major intellectual hub by the 19th century, attracting students from distant regions.

The University quickly became a knowledge center for the Islamic world and beyond. Visionary thinkers like Abu Madhab Al-Fasi, Leo Africanus, and Pope Sylvester II were associated with it. The university also influenced scholars like Maimonides, Ibn Khaldun, and Al-Bitruji, shaping fields such as jurisprudence, mathematics, and philosophy.

Over centuries, the University received patronage from Sultans, expanding its library with priceless manuscripts, including Al-Muwatta, rare Qur'anic copies, and works of Ibn Khaldun. In addition to religious studies, the curriculum included grammar, medicine, astronomy, chemistry, history, geography, and natural sciences.

Fatima Al-Fihri's vision made Al-Qarawiyyin not only a center of Islamic knowledge but also a bridge between civilizations — a legacy that HEC now aims to carry forward through the Al-Fihri System.

Key Functions/ Applications

HEIs in Pakistan with the Al-Fihri system can offer increasingly personalized education and learning solutions crafted for the individual needs of students.

Introducing New Models of Programs

The Al-Fihri System can offer appropriate new models within a given study plan. These programs will consider the methodological changes imposed by the incorporation of technology in the teaching and learning process.

New Models of Study Plans

HEIs can contemplate greater flexibility and a link with the interests of the corporate sector and society overall. The Digital HEI concept will be more than a degree distribution center by specialty, as it provides support in focusing on lifelong learning and citizen training.

Define Evaluation Mechanisms

The Al-Fihri System can create new evaluation systems and instruments that ensure the student's expected competencies, in subjects, cycles and degrees are monitored and focused upon by the teachers.

Ensure Transparency

Al-Fihri System will offer maximum transparency in training when in-person, virtual or hybrid environments for students learning in classrooms or their homes as well.

Digital Learning Culture

In addition to the pressing need to create a new vision and a new “culture” of the HEIs, based on a process of adaptation and training of the different actors using the potential of modern technologies like the cloud-enabled Al-Fihri System.

Benefits of Al Fihri to Pakistan

The Al-Fihri System can be considered as the nervous hub of nationwide HEIs as HEC develops the new national digital education infrastructure. Apart from facilitating the creation and distribution of educational content, this system will enable HEIs to implement improved security and access control measures to protect the privacy and integrity of student information. In addition, it will also facilitate functionalities like student progress monitoring and secure communication between faculty and students, thus promoting a safe and secure digital educational ecosystem.

Gain Proficient Learning Processes

The Al-Fihri System will enable digital education delivery solutions that can be customized for students in groups and even on an individual basis. This will help streamline the training process for both students and instructors. The ability to customize personalized course materials and offer them to students online offers additional flexibility. Students can access the Al-Fihri LMS from any internet-connected device, including smartphones, desktops, laptops, and even tablets. This allows them to learn from anywhere, anytime, even while traveling or commuting to work.

Reduce Operational and Service Delivery Costs

The Al-Fihri System will be highly cost-effective since it will reduce the operational and services delivery costs significantly. Extra costs can also be minimized as this LMS will be reducing paper and replacing it with smart electronic devices. This is particularly relevant for large HEIs that have multiple campuses with staff and faculty working in different cities, and provinces. Furthermore, there will be minimal printing costs associated with the Al-Fihri System, as everything will be stored on the cloud and readily accessible at any time.
The Al-Fihri System as a cloud-enabled LMS will remain the only expense any HEI will have to incur through HEC’s PERN at subsidized monthly fees. This means that there will be no capital expenditure involved in purchasing expensive hardware or software licenses.

Activation Of E-Learning Infrastructure

The Al-Fihri System will introduce the concept of a nationally centralized e-learning infrastructure that will facilitate a more robust engagement with students. It will provide them with access to online educational resources anytime and anywhere, improving their learning experience significantly. As a primary feature, it will be notably beneficial for learners who need to access online training outside of HEI working hours. It will also allow them to learn at their own pace, rather than being forced to follow a stiff schedule set by a member of the faculty.

Maximizing Scalability for HEIs

The Al-Fihri LMS will enable access to digital learning resources and multimedia content throughout the HEI. It will be particularly useful if HEI has remote learners who might need access to specific course materials or if an HEI needs to ensure that everyone in their HEI has equal and direct access to the same content in real time.

Ultimate Compatibility for Maximum Inclusion

The Al-Fihri LMS is designed to be fully functional on any smart digital device. Whether a student has a laptop, desktop, mobile or even a tablet, this LMS will work perfectly with their device. They will not have to worry about compatibility issues when using the AL-Fihri System because it will be compatible with all the commonly used operating systems and web browsers.

Effective And Personalized Communication

The Al-Fihri System will be able to facilitate HEIs to communicate with their students in a more personalized and effective way. A student, for example, may pose a question about completing his or her assignment; this LMS will notify all the other classmates instantly who might be in the same class. The other students can then also respond to that student in the class group and privately, without other students seeing the response and without having to leave their computer.

More Effective Assessments

Through the Al-Fihri System teachers can use assessments to determine where students need more guidance, why they are having trouble with certain topics, and whether they have mastered a particular topic or subject. Assessments can be used in a variety of ways: like descriptive texts or MCQs for formative assessment (identifying learning needs), summative assessment (measuring achievement), diagnostic assessment (spotting difficulties), and assessing valuation (evaluating student performance).
Another way the professors may use assessments is as constructive assessments of their teaching practice and student learning. These types of assessments allow them to better understand their students' problems so they can provide additional help in those areas. Another way educators use assessments is for summative assessments of student achievement, allowing them to see how well their students have learned the material being taught.

Efficient Record Keeping

The Al-Fihri LMS will allow the creation of several types of records that the HEIs can store and access at any time during the lifecycle of a learning activity or the student’s entire lifecycle from admission to degree completion. Records will be typically stored in the cloud-enabled Astrolabes Datacenters of HEC and can be accessed instantly and in real time.
Some of the records may include but are not limited to:
Student Enrollment Information: Includes student names, contact information, address, etc.
Student Enrollment History: Includes all enrollment-related documents, such as application forms and acceptance letters.
Course Registration Information: Includes all documents related to registration, such as registration forms and payment receipts.
Course Completion Information: Includes all documents related to course completion, such as time sheets and certificates issued upon completion of a course.

Added Value by The Al-Fihri System

The Al-Fihri LMS will become a highly useful tool to implement in any HEI, Affiliated College or even a School. It will allow the HEIs to reinforce cloud enabled education within their campuses and ensure that everyone is up to date with the information necessary for their HEI since HEC will offer free of cost support services for the first two years. This LMS will be very easy to implement and will provide numerous direct and indirect benefits to all the stakeholders concerned. The best thing about the Al-Fihri System is that it allows HEIs to save time and money while improving their education standards.
